Fixed-asset & city-planning tax
Fixed-asset tax and city-planning tax (together “固都税”) are local taxes charged every year on whoever owns the property on January 1 — for as long as you hold it. The base is the fixed-asset-tax assessed value, billed by the municipality (the metropolis for Tokyo's 23 wards).
Rates
Fixed-asset tax is a standard 1.4%; city-planning tax is up to 0.3% in urban-zone areas. Both use the fixed-asset-tax assessed value as the base.

Residential-land & new-home relief
Residential land gets a large reduction in the tax base. Small-lot residential land (up to 200㎡ per home) is taxed on 1/6 of the value for fixed-asset tax and 1/3 for city-planning tax; the portion above 200㎡ uses 1/3 and 2/3. A new home (floor area 50–280㎡) also has the building's fixed-asset tax halved for the first three years (five for fire-resistant mid/high-rise).

What is the residential-land reduction?
For housing land the tax base is cut to 1/6 for the first 200㎡ (1/3 for city-planning tax). Losing residential use can remove it.

How does it differ from the acquisition tax?
Acquisition tax is paid once, at purchase. This holding tax is charged every year you own the property.
