02 Design Supervision Design Supervision

ARCHITECT

1st-class Architect (Lead Designer)

Overall design lead — concept, function, code compliance. During construction, attends site reviews and approves shop drawings as the design supervisor.

MANAGER

Managing Architect

Statutory head of the architect office under Architect Act §24. Responsible for all in-house architects' work and final quality assurance.

STRUCTURE

Structural & MEP Engineers

Structural calculations, seismic performance, and MEP (electrical / plumbing / HVAC) design. Handled in-house or with specialist firms depending on scope.

03 General Contractor (Towa) General Contractor

SITE REP

Site Representative

Total site lead. Single contact point for client, design supervisor, and subcontractors. Lives on site to oversee progress, safety, and quality.

LEAD ENG.

Lead / Supervising Engineer

Statutory technical lead under Construction Business Act §26. Held by a 1st-class Construction Management Engineer who decides on construction method, schedule, and quality.

SAFETY

Site Safety Supervisor

Under the Industrial Safety and Health Act, oversees site-wide safety. Runs daily morning briefings, hazard-prediction (KY) activities, and safety training for all workers including subs.

QA / SCHEDULE

Quality & Schedule Manager

Shop-drawing review, material inspection, in-progress quality checks, weekly Gantt-chart scheduling, and cost control — handled by the same role for tight feedback loops.

INTERIOR

Interior & Soft Furnishings Lead

From late construction to handover, coordinates furniture, drapery, lighting, and art installation, with on-site styling supervision.

Structural / shell trades

Scaffolding · rebar · formwork · concrete · steel · carpentry · waterproofing · roofing — the trades that build the shell. Each trade is a long-term partner with 10+ years of in-house track record.

Plastering · interior finishing · painting · joinery · electrical · plumbing · HVAC · exterior works · landscaping — every finishing and MEP discipline. Each sub assigns a foreman accountable to Towa's quality standard.

05 Third-party Oversight Independent Oversight

PERMIT

Building Permit Inspector

Private designated inspection agency reviews pre-construction permits, conducts mid-construction inspection, and certifies final completion under the Building Standards Act.

WARRANTY

10-yr Defect Liability Insurance

Housing-warranty-fund insurance covers structural defects and waterproofing for 10 years post-handover. Any defect repair cost is paid from the insurance, not the client.

OPT. AUDIT

Optional Independent Supervision

Owners may engage an external architect office for parallel construction supervision — adding a fully independent quality-control layer at the owner's discretion.

Frequently asked questions about our project structure

The site agent is the contractor's representative for fulfilling the contract and running the site day-to-day; the appointment is notified to the client under Article 19-2 of the Construction Business Act. The supervising engineer is the statutory technical manager under Article 26, responsible for construction planning, scheduling, quality and safety judgments. They are distinct roles, but one qualified person may hold both.
When the total value subcontracted by the prime contractor exceeds the threshold set by government ordinance, a supervising engineer replaces the chief engineer. For public, important works above a defined contract value a dedicated (full-time) engineer is required, carrying the Supervising Engineer Certificate and having completed the statutory course. Towa Construction maintains a team that meets these requirements.
New homes in Japan carry a 10-year defect liability with secured funds (insurance or deposit) under the Housing Defect Warranty Fulfillment Act. Building confirmation, interim and completion inspections by a designated inspection body are required under the Building Standards Act. Optional independent third-party supervision by an outside architect can also be arranged on request.
