2. Mandatory asbestos pre-survey

Since 2022, demolition/renovation above a size requires a qualified asbestos pre-survey and a filed report to the authorities. Older buildings are more likely to contain asbestos materials (sprayed, board), and missing it means legal breach and health risk.

3. Asbestos removal levels and cost

Asbestos is graded levels 1–3 by friability; higher levels need isolation and negative-pressure removal, raising cost. Removal runs from a few hundred thousand to several million yen by scale and level, and isn't fixed until survey results are in.

4. Construction Recycling Act — sorted demolition

Above a size, concrete, timber and asphalt must be separated for demolition and recycling (Construction Recycling Act). Mixed disposal isn't allowed; proper-disposal manifest tracking is required.
